The failure mode it exists to prevent is a customer who replies “stop” or “remove me” and gets messaged again anyway, because the request was logged somewhere a human has to remember to check rather than enforced at the point a message is about to be sent. On WhatsApp specifically, this matters beyond customer goodwill — a pattern of messaging people who’ve opted out damages a number’s quality rating with Meta and can affect its ability to send at all.
A working system checks every outbound send — a broadcast, a campaign, an automated reminder — against the opt-out list first, with no path around it.
